Jason Molinero, PE, has held the Deputy Director position since May 2019. In that role, he is responsible for overseeing the operations of the Engineering and Construction Division, which provides engineering and management services for the construction and rehabilitation of county roads, bridges, and walls as part of the Department’s Capital Improvement Program. He also coordinates the work of consultants, contractors, and Department personnel and is a liaison between residents, government agencies, and elected officials.
Jason’s distinguished career began in 2008 with Pennsylvania Department of Transportation (PennDOT) District 11 as a civil engineering trainee and later as a civil engineer in the Project Delivery Unit, where he prepared plans, specifications, and estimates packages for road and bridge rehabilitation projects. In 2013, he became a Pavement Management Engineer at PennDOT District 11, reviewing and approving road resurfacing and reconstruction projects and serving as the District’s point of contact for all pavement-related matters. Finally, in 2017, he transitioned to the role of Highway Occupancy Permits Manager at PennDOT District 11 and was responsible for a program that reviewed and issued highway occupancy permits for new developments, driveways, and utilities, including application reviews and project inspection.
Jason received a Bachelor of Science in Civil Engineering with an additional major in Social and Cultural History from Carnegie Mellon University. He also has a Master of Public and International Affairs degree from the University of Pittsburgh. He holds a Professional Engineer’s license in the Commonwealth of Pennsylvania and is a member of the American Society of Highway Engineers.
