Christopher Kufro, PE is a 1995 graduate of Drexel University and a registered Professional Engineer in Pennsylvania. He has been with PennDOT for 29 years and has held many positions in District 5-0, including District Executive, Assistant District Executive for Design, District Bridge Engineer, and District Geotechnical Engineer. IN December of 2021, he was promoted as the District Executive for District 8-0 and led a team of 1100 employees, which covers the Harrisburg regions including 8 counties in South-Central Pennsylvania. In April of 2023 he came back home to District 5-0 to assume the role as District Executive. He directs a team of 775 PennDOT employees and responsible for maintenance, construction, and delivery of transportation improvement projects in Berks, Carbon, Lehigh, Monroe, Northampton, and Schuylkill counties.
He is a member and chair of the Pennsylvania Interstate Steering Committee and is also chair of the Reading Area MPO Coordinating Committee, vice chair of the LVTS MPO Coordinating Committee, and is a voting member in the NEPA MPO.

Becky Bradley, AICP has over 25 years of experience in city, regional, economic development, historic preservation and transportation planning, including significant implementation experience in community revitalization, infrastructure investment, roadway redesign and trail construction. She has been the Executive Director of the Lehigh Valley Planning Commission (LVPC) since August 2013 and is leading a $4.4 billion regional transportation planning program. Bradley also manages development proposal reviews that in the last decade included more than 25,000 new housing units and nearly 40 million square feet of commercial/industrial.
Prior to joining LVPC, Bradley was the Director of Planning, Codes and Development at the City of Easton, PA, where she was instrumental in the over $500 million revitalization of the community, including the addition of the Lehigh Valley’s first sculpture trail, the state’s first road diet, three brownfield redevelopment projects and the opening more than 60 restaurants and shops. Bradley serves on Pennsylvania’s Delaware Basin Water Resources Committee supporting the update of the State Water Plan. She joined the AARP – Pennsylvania Executive Council in 2020 and is working on age-friendly communities initiatives along with serving on the Executive Director’s Council of the National Association of Regional Councils where she represents metropolitan planning for the Northeast US. She is an avid transit, walking and rolling advocate, and member of the Lehigh and Northampton Transportation Authority Board of Directors. She’s a member of the Greater Lehigh Valley Chamber of Commerce’s Board of Governors and the Lehigh Valley Partnership, supporting collaboration and coordination with the region’s business community. Bradley most recent acknowledgement was being named one of Pennsylvania’s top 100 most influential women by City and State magazine.
Bradley’s work on the issues affecting the region, along with co-author Matt Assad, can be read in the Morning Call’s Business Cycle. She can also be heard monthly on WDIY, 88.1 FM, Lehigh Valley’s National Public Radio station, discussing public affairs in the region as part of the Plan Lehigh Valley program.
She holds a Bachelor of Science in Historic Preservation from Southeast Missouri State University and a Master of City Planning degree from University of Pennsylvania. Bradley is a Pennsylvania Municipal Planning Education Institute Certified Instructor in Community Planning and a Professor of Practice at Lafayette College.

Right Round Round Round: Planning and Designing Roundabouts for Multimodal Safety

Transportation planners, engineers, and officials know that roundabouts can be incredibly effective tools for advancing safety, traffic calming, speed management, and operational efficiency. A continuous circulatory with resulting yielding movements is typically safer, slower, easier to navigate, and allows for optimized movement through a junction. Municipalities are implementing roundabouts of all shapes and designs, from neighborway mini-roundabouts in Pittsburgh, Pennsylvania to a multi-lane roundabout interchange in Austin, Texas, and helping these areas realize notable improvements in mobility and safety goals. However, roundabouts may not always be the safest option and especially for pedestrians and bicyclists. Planning evaluations must consider how they will work in context with multimodal and active transportation systems, and designs must integrate features to support seamless movement through the roundabout for people walking, biking, and rolling.
This presentation feature technical considerations for siting roundabouts (i.e., when to prioritize roundabouts as a preferred alternative and instances when a signalized intersection is a safer option), as well as design considerations and best practices designing for people on foot or bike. The presentation will provide examples from vetting, planning, designing, and implementing roundabouts across jurisdictions of varying sizes, states, and contexts.-

Managing Turn Conflicts with Bicycles: AASHTO Bike Guide and NCHRP Research Report 1125

This session will provide insights into strategies for managing conflicts at signalized intersections. Toole Design is the author of both fifth edition of the AASHTO Guide for the Development of Bicycle Facilities (published December 2024). The presentation will provide a brief overview of the structure of the AASHTO Bike Guide and a deep dive into an entirely new Chapter 10: Traffic Signals and Pedestrian Hybrid Beacons. Topics to be covered include signal phasing and timing for bicyclists. We were also the lead author of NCHRP Research Report: Reducing Conflicts between Turning Motor Vehicles and Bicycles, Decision Tool and Design Guidance (published November 2024). The recently published findings from NCHRP 15-73 Design Options to Reduce Turning Motor Vehicle – Bicycle Conflicts at Controlled Intersections were synthesized into a Decision Tool and Design Guidance. The session will include summary of the research methods and findings and provide designs on how to apply the Decision Tool and Design Guidance.

Tina Fink, PE, PTOE is a Principal Transportation Engineer at Toole Design. She had led projects involving traffic analysis, signal design, design guidance, crossing improvements, school planning and design, and parking analysis. Tina is a contributing author to both national and local design guidance. Most notably, she was a contributing author for the 2024 AASHTO Bike Guide and was the Principal Investigator for NCHRP 15-73 Design Options to Reduce Turning Motor Vehicle – Bicycle Conflicts at Controlled Intersections.
Creating Safe Streets Together: Integrating Planning, Engineering, and Community Voices in Safety Action Plans

From 2019-2023, 284 people within Allentown were victims of high-injury crashes. The frequency of these crashes has been trending upward within the past five years. Utilizing a Safe Streets for All (SS4A) Planning Grant, Allentown and Michael Baker International created a comprehensive safety action plan that seeks to eliminate traffic-related fatalities and serious injuries through targeted safety improvements, policy changes, and community engagement by 2030.
The interdisciplinary project team brought together planners and engineers. By leveraging the strengths of each profession, the team was able to achieve success in developing a high-quality plan that considered both on the ground safety interventions and long-range planning needs. Throughout the process, the team had their eye on implementation, identifying short-term actions, alongside long-term recommendations. This resulted in the award of a SS4A Demonstration Grant to implement traffic calming as an immediate implementation project at the conclusion of the action plan. Continued success of the SS4A Action Plan is also hinged on buy-in from both residents and regional stakeholders. The process utilized a variety of engagement methods, including interviews, questionnaires, interactive surveys, pop-up events, press conferences, and outreach through multiple media channels to ensure that the lived experience of community members were reflected in the plan. Additionally, these methods built a strong coalition of transportation and community planning stakeholders ready to partner with the City on future projects. Attendees will acquire best practices and lessons learned from the process that situated Allentown for plan development, implementation, and community buy-in success.-
Chris Stanford, PE, PTOE, AICP, PMP is a professional engineer and certified planner with over 30 years’ experience planning, designing and managing transportation, traffic safety and bicycle/pedestrian projects in Pennsylvania. He has been involved with the management and design of a wide variety of infrastructure projects with a construction value up to $32 million dollars. He holds a bachelor’s degree in civil engineering from Lafayette College and a Master’s Degree in Civil Engineering from Villanova University.

Samantha McLean, AICP is a certified planner with extensive experience designing and facilitating public engagement processes for planning efforts, zoning amendments, site-specific development proposals, and policy initiatives. She facilitates comprehensive planning processes, as well as zoning ordinance and subdivision and land development ordinance updates with communities throughout the Commonwealth of Pennsylvania. Additionally, she leads engagement efforts for transportation planning and engineering projects. Samantha applies her hands-on experience, as a former city planner for the City of Cincinnati, interpreting, amending, and implementing land use regulations. In this role, she thrived in making transparency and accessibility paramount throughout the regulatory process. No matter the type of work or project, she believes earnestly in intentional and meaningful collaboration to achieve better outcomes and more substantial processes.

The University of Pittsburgh’s Impactful Resilient Infrastructure Science and Engineering (IRISE) Consortium is a unique partnership between academia, public agencies, and private industry focused on advancing innovations in transportation infrastructure. Our presentation will provide an overview of IRISE’s collaborative model and highlight our research in worker safety. Through projects that leverage artificial intelligence and advanced virtual reality training technologies, IRISE is developing practical solutions to reduce risks and improve safety for construction and maintenance crews in the roadway environment. Attendees will learn how IRISE’s member-driven research is creating impactful outcomes that enhance safety, efficiency, and resilience across Pennsylvania’s transportation network.

Joe Szczur, PE previously served as District Executive for the Pennsylvania Department of Transportation’s Engineering District 12 located in Southwest Pennsylvania from March of 2004 until June 2020. Responsible for the administration and delivery of nearly $2.5 Billion of capital improvement projects for the Engineering District 12 region, including the replacement of over 700 structurally Deficient bridges. Also served as the Chair of the statewide District Executives Council.
Led District 12’s initiative to receive ISO-9001 certification for Project Delivery. The initiative was the first of its kind in Pennsylvania and nationally. PennDOT received national recognition by the American Association of State Highway Transportation Officials by receiving the prestigious 2007 Francis B. Francois Award for Innovation at AASHTO’s National conference in Milwaukee Wisconsin, as well as being featured in numerous national and regional quality journals and newspapers.
Joe is a 1984 graduate of the University of Pittsburgh at Johnstown, a graduate from the American Association of State Highway and Transportation Officials (AASHTO) 2002 & 2003 National Leadership Institute and Advanced Leadership Institute in Indianapolis IN., and is a licensed Professional Engineer. Past president and Director of the American Society of Professional Engineers (ASHE) Mid-Allegheny section, and as a Director / Government Representative of Southwest –Penn Section (ASHE).
Recognized by the University of Pittsburgh Swanson School of Engineering Department of Civil Engineering as the 2014 Distinguished Alumni Award recipient.
Joe is married to wife Lisa, resides in Johnstown, PA, and has three children/spouses and 4 grandchildren.

Mark Magalotti, PhD, PE is a former professor at the University of Pittsburgh Department of Civil and Environmental Engineering. He taught urban transportation planning and transportation engineering. His research work includes Multi-Modal Transportation Planning. Dr. Magalotti also has over 30 years’ experience in the management of transportation planning and traffic engineering projects as a consultant and is a former president of ACEC/PA.

Dana Vidic is the Associate Director of the University of Pittsburgh’s Impactful Resilient Infrastructure Science and Engineering (IRISE) Consortium, where she leads project management, stakeholder engagement, and strategic initiatives that connect faculty researchers with public and private partners to advance innovations in transportation infrastructure.
She holds a B.S. in Environmental Engineering with a Sustainability Certificate from the University of Pittsburgh, and brings expertise in civil and environmental engineering, project planning, and technical writing. Her professional experience includes work on roadway construction, stormwater and environmental design, and infrastructure permitting with firms such as Rhea Engineers & Consultants and Langan Engineering.
In addition to managing the day-to-day operations of IRISE, Dana plays a key role in guiding research that tackles pressing infrastructure challenges, including digital twin development, resilient materials, and safety innovations—ensuring that solutions transition from university research to practical implementation. Dana is also committed to sustainability and community engagement, having led projects on circular economy design, renewable energy, and sustainable water systems.

PennDOT HOP Program Improvements

The vision for PennDOT’s Highway Occupancy Permit (HOP) program is to “Provide a next-generation utility facility, driveway, and local road permitting organization staffed with knowledgeable, proficient and dedicated employees providing fair, consistent, courteous, transparent and efficient public service.” PennDOT typically issues around 15,000 HOPs per year. To help meet this demand while preserving highway safety, PennDOT routinely looks for ways to enhance and modernize this important program. Since 2023, PennDOT has worked closely with applicants, their consulting engineers and the Governor’s office on program improvements to streamline the permit process and remove barriers to economic development. The goals are to (1) enhance customer service, (2) standardize review expectations, (3) improve HOP submission quality, (4) promote accountability across all HOP process stakeholders, (5) improve PennDOT’s Electronic Permitting System (EPS), and (6) foster a culture of partnership between PennDOT and applicants. To date, PennDOT’s HOP working group has or will implement several policy and process updates including customer service efforts, education and outreach, and permit review process improvements. We expect these changes will improve process transparency, accountability for both PennDOT and applicants, and shorten the processing timeline for HOPs. The presenter will review these improvements and outline next steps for the program.

Mike Dzurko has over 25 years of experience in both the private and public sector in the Traffic Engineering field. He has been the Highway Occupancy Permit (HOP) Program Manager in PennDOT’s Bureau of Operations for the past 16 years. Prior to this he has held positions in PennDOT’s Engineering District 8 office as the H.O.P. Manager, and in the Traffic Unit responsible for reviewing traffic impact studies, traffic signal designs and other traffic engineering related assignments for the remainder of time spent with PennDOT.
Multi-Sensor Fusion for Intelligent Transportation: A Robust Framework for Digital Infrastructure Deployment

Intelligent Transport Systems (ITS) have gained increased focus over recent years with increased autonomous driving vehicles and V2X communication advances. Advanced sensing technology today offers a rich description of traffic scenes such that detection of pedestrians, vehicles, and other road users is achievable. However, the requirement to merge information from different sensor modalities is critical to enable correct and robust perception of traffic intersections. This multi-sensor approach addresses the limitation of being dependent on a single sensor, enhancing situation awareness and safety. In this paper, we present results from actual field deployment of National Renewable Energy Lab (NREL) Infrastructure Perception and Control framework, applying multi-sensor track data fusion to achieve infrastructure-side sensor integration. We detail the key issues in the field deployment of an Infrastructure-based perception system by installing multiple sensing technologies at a four-way intersection in the city of Colorado Springs, CO. We also show the latest results of the IPC fusion engine that combines several data streams for best traffic signal control. By employing state-of-the-art sensing technologies together with state-of-the-art data fusion and assimilation algorithms, the proposed solution not only addresses major safety problems but also paves the way for smart and efficient transport infrastructure.

Stanley Young, PE, PhD serves as the Chief Engineer at the Center of Integrated Mobility Sciences, National Renewable Energy Laboratory, Golden, CO, USA, leading research efforts into the impacts of new mobility systems, particularly in urban areas. He was appointed as the DOE Technologist-in-City for the Columbus Smart City Program in 2016 and continues in that role to the present. He led the Urban Science Pillar as a part of the U.S. Department of Energy SMART Mobility Research Initiative. As the pillar lead, he initiated the development of the Automated Mobility District Toolkit to assess the mobility and energy impacts resulting from the deployment of automated electric shuttles and other automated mobility systems at a district scale. He initiated the development of the mobility energy productivity metric, which has become the central metric through which the DOE’s energy efficient mobility systems programmed is assessed. This metric is moving forward as a provisional standard through ASCE in 2019. From 2006 to 2015 while on staff at the University of Maryland’s Center for Advanced Transportation Technology, he architected the multistate traffic monitoring system based on vehicles self-reporting their position and speed. The system, known as the I-95 Vehicle Probe Project, remains the largest multistate traffic monitoring systems to this day. He co-developed and patented a Bluetooth re-identification traffic sensor to directly sample vehicle travel times and co-founded Traffax Inc., to accelerate the commercialization of the technology. His appointments included the Kansas Department of Transportation from 1994 to 2006, the Johns Hopkins Applied Physics Laboratory from 1994 to 1996, and a Volunteer with the United States Peace Corps in Cameroon, West Africa.
Chambersburg Signal Improvement Project

The Chambersburg Signal Improvement Project is a two-phase, federally funded initiative to modernize traffic signal operations at 68 intersections in the Greater Chambersburg Area of Franklin County, Pennsylvania.
Phase One, completed in 2022, focused on infrastructure upgrades to support future adaptive signal control. Key improvements included 58 new controller cabinets capable of generating high-resolution Automated Traffic Signal Performance Measures (ATSPM) data, 215 radar detection units for dilemma zone and stop bar detection, and a 14-mile fiber optic communication network with self-healing rings and multiple hub connections. The system is integrated with PennDOT’s Unified Command Control software. Phase Two, currently under construction, uses ATSPM data and live video feeds from 51 intersections to optimize signal timings. TPD is actively adjusting cycles, splits, and offsets to improve coordination and efficiency. This phase also includes a crash analysis to identify high-risk locations and implement targeted signal timing strategies, such as time-of-day Flashing Yellow Arrows and recalculated clearance intervals. TPD will present the methodologies used and the lessons learned in managing and optimizing a large-scale traffic signal system using real-time ATSPM data.-
Michael Mudry, PE, PTOE is the Regional Manager of TPD’s Pittsburgh Office with nearly 30 years of transportation engineering experience. A Penn State graduate with BS and MS degrees in Civil Engineering, he is a longtime member and past president of both the Penn State ITE Student Chapter and MASITE. At TPD, Mike manages municipal clients and large-scale traffic projects, while also mentoring young engineers across all areas of transportation engineering.

Following the adoption of their Comprehensive Plan in 2023, South Whitehall Township identified several areas of their transportation network in need of further investigation. The township is tackling these issues through a comprehensive Transportation PLAN that embraces a Safe System Approach highlighting the multifaceted nature of transportation networks and applying a holistic strategy to make them safer for people. This presentation explores the planning process and outcomes of this initiative.
Transportation Plan – Phase 1 focuses on safety and active transportation and leverages funding opportunities through both federal (Safe Streets and Roads for All) and state (PA WalkWorks) sources. Instead of separate plans for each, South Whitehall recognized the interrelation between safety and active transportation and took a novel approach to combine them into a single, streamlined planning effort. The plan employed a variety of public engagement strategies to provide space for people to raise both vehicular and non-vehicular safety and mobility concerns, ideas, and suggestions. These ranged from traditional open houses to web-based mapping surveys, culminating in a pop-up engagement at the township’s Movie Night to gain insights from families and young people who do not typically attend public meetings within the township. The plan identified six priority corridors for safety improvements and three catalytic active transportation projects. This manageable list of top priorities has become the Township’s focus for pursuing grant implementation funding. Beyond these priorities, the plan included a larger list of proposed intersection improvements with the goal of incorporating these improvements into future land development approvals.-

This passion plays a prominent role in his planning philosophy as well as his personal life, in which he enjoys exploring new trails, parks, waterways, and unique urban spaces with his wife Emily, daughter Piper, and their Boston Terrier, Cooper.

Randy Waltermyer, AICP serves as a Senior Project Manager at Bowman. Randy works with communities across the Mid-Atlantic on multimodal, bicycle/pedestrian, and safety projects. Notably, Randy leads Bowman’s work with the federal Safe Streets for All program and has led safety action plans for Lancaster County, Lackawanna County, and several in the Lehigh Valley including South Whitehall Township.

Chris Strohler, AICP is a passionate community planner with over a decade of experience across multiple disciplines including open space, transportation, trails, and recreation. Chris is primarily responsible for implementing South Whitehall Township’s Comprehensive Plan including the development of new programs, policies, ordinance updates, and development of supplemental long-range plans, such as the Township’s transportation plan, park and recreation plan, and South Whitehall Landscapes plan. His role as Special Projects Coordinator encourages cross-departmental collaboration and assisting with grant writing or project development. Chris’ local government and previous nonprofit experience have instilled the value of partnership to achieve community goals. He is a Lehigh Valley native and avid user of the region’s trail system whether it be biking, hiking, running, or exploring with his kiddos.

Jennifer Walsh, PE currently oversees the Traffic Engineering Section for HDR, Inc. She has over 30 years of experience in traffic engineering, traffic operations, conceptual design, and comprehensive transportation planning. Jenn has a Bachelor’s and Master’s in Civil Engineering from Villanova University. Her responsibilities at HDR include expanding and growing the traffic section for the eastern part of Pennsylvania, while also serving as a Senior Project Manager on a variety of traffic, highway and bridge projects including traffic engineering analysis, traffic control plans, intersection design, and traffic studies.
Throughout her career, she has been involved in numerous projects throughout Pennsylvania, Delaware and West Virginia improving the transportation system and developing innovative solutions to transportation problems. Jenn’s passion is also actively serving in numerous leadership roles within the profession, including on the Boards of Women’s Transportation Seminar (WTS) (Director - Special Projects); Engineer’s Week Committee (Co-Chair & Fund Development Director); MASITE (Section Advisor); and served as the Past President of ASCE, MASITE and the Mid-Colonial District of ITE.

Allison Slizofski, PE, PTOE is a Principal and founder of Drive Engineering Corp., a transportation engineering firm located in Lansdale, PA. She has extensive experience with ITS and Traffic related policy, planning, design, construction services, operations, and asset management projects in the Mid-Atlantic Region. Allie frequently works with a variety of stakeholders to build consensus and complete projects on time and within budget. She currently serves on the Montgomery County Transportation Authority Board, is a member of WTS and MASITE, and is a past-President of the Intelligent Transportation Society of Pennsylvania. She holds a BS in Civil Engineering from Northeastern University and a MS in Civil Engineering - Transportation from the University of Texas at Austin.

Karen Jehanian, PE is a Regional Director with Remington & Vernick Engineers. She was the founder and President of KMJ Consulting, Inc. for more than 25 years. She believes that engineering is all about creative problem-solving to improve people’s lives. “We are surrounded,” she says, “by an abundance of engineering marvels that simplify our daily tasks and help us accomplish things we never thought possible. Karen earned an EMBA degree and a BS in civil engineering from Drexel University in Philadelphia, PA where she is an active alumna. Karen is a current member of the Charles D. Close School of Entrepreneurship External Board, a former member of the College of Engineering Executive Advisory Council. In 2002, she was awarded the prestigious College of Engineering Alumni Circle of Distinction Award. She is the 2009 recipient of the Transportation Engineer of the Year award from the Philadelphia Section of The ASCE. Karen enjoys being outdoors, especially relaxing at the beach. Jeff Riegner, PE, AICP, PTOE, RSP1 is a professional engineer and certified planner with 35 years of transportation consulting experience, working with state departments of transportation, municipalities, metropolitan planning organizations, and other public-sector clients in more than 20 states. Jeff’s primary technical focus areas are Complete Streets and active transportation, with a strong emphasis on safety. He serves as Chair of the National Complete Streets Coalition and was past chair of the ITE Pedestrian and Bicycle Council. Jeff represented the Mid-Colonial District on the ITE International Board of Direction from 2019 through 2021. He holds degrees from the University of Delaware and the University of California at Berkeley.
Since joining Kittelson in 2022, Jeff has served as project manager, project principal, or senior advisor for about a dozen Safe Streets and Roads for All (SS4A) safety action plans from Massachusetts to Arizona, including several in Pennsylvania. Plans that he worked on have brought their jurisdictions more than $16 million in grant funding. Jeff is also actively engaged in SS4A supplemental planning and implementation activities in Bethlehem, Lancaster, and the Tri-County Region of central Pennsylvania, and is supporting Vision Zero programs in Baltimore and Washington, DC.

Laura Ahramjian, AICP is an accomplished transportation planner and urban designer who has been leading complex multimodal projects throughout the Mid-Atlantic for 17 years. A hallmark of her work is effectively coordinating among federal, state, and local agencies, stakeholders, and communities to resolve conflicts and lay the groundwork for successful implementation of projects. Laura’s areas of expertise include complete street corridors, safety action plans, bike route and trail feasibility, neighborhood traffic calming, transit-oriented development and land use planning, and urban design/streetscape guidelines. Her work leading different project types - policy, planning, and implementation - give her a unique understanding of how to successfully delivery multimodal solutions that improve safety and create connected, comfortable transportation networks for all road users.
Since 2019, she has been supporting the City of Lancaster on implementation efforts related to their Active Transportation and Vision Zero plans. Laura led the planning, feasibility, and concept design phases of multiple project throughout Lancaster, including the Water Street Bike/Ped Corridor and Eastbound Bicycle Connector Phases 1 and 2. She is currently leading a two-way restoration study for 9 of Lancaster’s streets and is assisting the City in leveraging SS4A funds to implement their Vision Zero program.

Alexandra Jahnle, PE, RSP2I is a versatile transportation engineer whose 13 years of professional, national experience spans policy, analysis, design, and implementation. Her recent technical experience includes designing multimodal intersections from concept through final design, implementing traffic calming measures, and enhancing safety for vulnerable road users. She has extensive working knowledge applying both the Highway Safety Manual and Highway Capacity Manual in traffic operations analyses, intersection control evaluations, design projects, and statewide screening applications. She led a Road Safety Audit for an intersection in Delaware County which was chosen by District 6-0 and DVRPC from the 2024 PennDOT Highway Safety Network Screening results due to a high number of excess crashes. She is actively working with PennDOT District 6-0 to prepare HSIP applications for this intersection along with other top corridors in Delaware County.
She understands the design challenges associated within an urban context and the importance of speed management to achieve safety goals. She managed the update to the “Traffic Calming” chapter of PennDOT’s Design Manual 2, which included developing a context-based toolbox of traffic calming treatments. She designed traffic calming improvements from concept through final design for three neighborhood slow zones in Boston. PS&E design plans for the three zones included 110 speed humps, six raised crosswalks, 15 curb extensions, 32 ADA curb ramps, daylighting, signage, and pavement marking. She led the evaluation of the City of Philadelphia’s Traffic Calming Request program where Kittelson analyzed the existing policy, conducted peer city interviews, researched best practices, and conducted spatial analyses to identify and prioritize eligible streets for the new program.

This presentation will focus on four corridor studies in southeastern PA that have been recently completed or are currently ongoing. The presentation will highlight the uniqueness of the funding sources and study approaches, stakeholder groups, the community outreach plans, the results/ recommendations for one completed study and up-to-date findings of the remaining three studies (likely through existing conditions and preliminary alternatives evaluation). The presentation will also highlight the common elements and goals of the studies to improve safety and maintain mobility, accommodate all users in a multimodal approach, and assess the feasibility of a road diet (or three-lane cross-section) as well as managing diverse goals of various stakeholders.
The presentation will also show how one municipality followed up a highlighted multi-municipal corridor study with their own Act 209 Traffic Impact Fee Study to provide more detailed transportation improvements and develop a funding mechanism for their implementation. Part 2 will be presented at a future ITE meeting to highlight findings/recommendations of all the studies once all have been completed. Lessons learned, community/stakeholder outreach updates, and implementation strategies will also be presented at a future meeting. The corridor studies include PA Route 41 (Avondale area) – Chester County VPP grant, Cheltenham Avenue (west of Route 309 and along the northwest Philadelphia border) – DVRPC TCDI grant, Lancaster Avenue (Berwyn) – DCED LSA grant, and US 222 Business - Lancaster Avenue (Reading) – PennDOT Study. The Act 209 Study was completed for New Garden Township and included the Route 41 corridor.-

When Multiple Projects Collide: Managing the Traffic Phasing of the Charleston Metro Bridge Initiative

The passing of the IIJA led to a “once in a generation” investment in infrastructure. Like many state DOTs, West Virginia’s program has expanded to unprecedented funding levels. WVDOT will receive $3.7B in Federal Highway formula funding over the life of IIJA. This is a 35% increase annually in their program when compared to the FAST Act. Additionally, over the next five years, WVDOT will receive $109M/year in dedicated funding for bridges. In response, WVDOT has initiated design on over 50 bridge replacement and rehabilitation projects in and around the state capital, many of which are on or over I-64 and I-77. Each of these roadways carry 100,000 vehicles per day and serve as critical arteries in the Charleston Metro area. In addition to the bridge projects, there are also NBIS bridge inspections, resurfacing, and other projects. A multi-faceted approach is underway to help mitigate the potential of overlapping work zones, detours, and other conflicts during construction. A Scalable Approach to Near-Miss Screening for Safety Analysis

Video-based “near-miss analyses” are becoming increasingly common throughout the Mid-Atlantic region. In 2024, Middlesex County, New Jersey incorporated near-miss screening into its Road Safety Audits, and the New Jersey Transportation Planning Authority has asked consultants to explore near-miss analysis on at least one project in 2025. Demonstration projects have also been conducted with the City of Philadelphia, the Pennsylvania Department of Transportation (Engineering District 6-0), and the Delaware Department of Transportation. There are several reasons for the growing popularity of conflict-based video screening. Conflicts at intersections far outnumber actual crashes, especially those involving vulnerable road users (VRUs)—such as pedestrians, cyclists, and users of micromobility devices. Near-miss screening provides real-time insights, is not reliant on historical crash data, and avoids errors often found in crash reports, which depend on human reporting. This presentation will share valuable insights from the aforementioned projects as well as other public agency-led efforts, including those by the Georgia Department of Transportation, the Florida Department of Transportation, and others. We will examine how other state DOTs are leveraging near-miss screening for key applications—such as Safe Streets for All (SS4A) initiatives, pedestrian safety improvements, securing Highway Safety Improvement Program (HSIP) funding through benefit-cost analysis, and enhancing public and stakeholder engagement. Finally, this presentation will deepen the audience’s understanding of how proactive near-miss screening can improve the development of effective countermeasures, playing a critical role in improving the safety of the roadway network.

Through a comprehensive policy review, the paper identifies AI strategies—ranging from predictive traffic management and autonomous vehicles to smart transit systems and congestion pricing—that have enhanced mobility, safety, and sustainability in these regions. Using the Entropy Weight Method (EWM), the study ranks AI policy areas by their impact and relevance to India’s context, identifying road safety, traffic management, and public transit optimization as top priorities. India’s current AI and transportation frameworks are evaluated to highlight policy gaps in areas such as data governance, funding mechanisms, and public-private partnerships. The Evolution of ITS Applications in Commercial Vehicle Operations (CVO)

ITS applications have supported commercial vehicle operations and enforcement for decades. The Commercial Vehicle Information Systems and Networks (CVISN) program was initiated by USDOT in 1996, several years before establishment of the Federal Motor Carrier Safety Administration (FMCSA). CVISN is now FMCSA’s Innovative Technology Deployment Program, which provides grant funding for the deployment of ITS/CVO applications, one of the legacy components of the national ITS architecture.
This presentation reviews the evolution of ITS application in commercial vehicle operations, safety, and enforcement. From an operations perspective, fleet managers that once visited DMV in person and spent hours registering their fleet of vehicles can now perform the entire process online with electronic credentialing. Real-time dynamic optimization of freight movement has replaced dispatchers with paper maps and CB radios. Enforcement applications have evolved from transponder-based pre-screening systems that enable weigh station bypass for registered subscribers (like EZ-Pass) to Virtual Weigh Stations (VWS) with weigh-in-motion scales, over-height detectors, and cameras to capture license plates, USDOT numbers and HAZMAT placards, allowing enforcement officers to safely screen all commercial vehicles for size, weight and credentials while traveling at highway speeds. Other safety and enforcement applications that will be covered in this session include tire abnormality detection systems, thermal brake sensors, truck parking information systems, and In-Cab Safety Alerts based on real-time traffic and location information.-

This session will discuss the relevance of the U.S. Access Board’s Accessible Design Guidelines for Pedestrian Facilities in the Public Right-of-Way (PROWAG) and will provide an overview of what PROWAG does and doesn't cover. We will explain the difference between "new construction" and "alterations," and the requirements for pedestrian access routes, sidewalk design, curb ramp designs, the use of detectable warning surfaces, alternate pedestrian access routes (e.g., during construction), accessible parking, passenger loading zones, and transit stops, and the components of accessible traffic signals. The session will discuss the triggers for accessibility upgrades, as well as relevant court rulings that established some of these triggers. The session will also provide discussion of how practitioners can address key accessibility issues not covered by PROWAG, and provide the tools to understand the competing accessibility needs of people with different types of disabilities.
After participating in the session, attendees will be able to: Understand at a high-level what design elements are and are not covered by PROWAG. Understand whether a planned project constitutes "new construction" or an "alteration" as defined by PROWAG.
